Located off a residential street on Greatfield estate in the far south-east of Kingston upon Hull, close to the easternboundary of the city, formed by the Old Fleet Drain. To the south it is bounded by the former Hull and Holderness Railway (now a cycle track), beyond which is a portside industrial area, and the King George Dock; to the west is Craven Park rugby ground, and the Preston Road Estate beyond; to the north is the Bilton Grange estate; and to the east is open farmland in the East Riding of Yorkshire – Preston is around 2.6 miles (4.2 km) to the east. Annandale Road is the main road of the estate which bends, coming from the north-eastand exiting to the west, connecting with Preston Road.
The site is a former Partnership Learning Centre, and is currently vacant. The main building is currently vacant and houses old offices, teaching rooms, changing rooms, kitchens, and social spaces etc. The existing out-building is also vacant and contains a garage and external storage and workshop. The existing surrounding site is unkempt.
The proposals will provide specialist facilities for 13no. flats for assisted living within the existing building and 8no. supported living bungalows in a detached single storey building for people with learning disabilities. The aim is to offer nurturing environments for adults with learning disabilities in innovative, high quality housing accommodation designed to enable individuals to live as independently as possible within the community. The proposals also include ancillary facilities to enable the tenants supporters to meet in a communal hub when necessary and external individual gardens and communal garden spaces.
